Temporary residence registration for foreigners in Vietnam

Recently, my US client called me and ask if he needs to register his residence in the flat that is rent under his Vietnamese girlfriend's name ? YES or NO ? In reality, even Vietnamese, they do not know about Vietnamese law, till they are questioned by policeman, they know that what they are doing is not Right. These people again blame on the landlord and other agents for not reminding them to do temporary resident registration. According to Vietnamese law, foreigners must register their stay wherever they spend night(s) in Vietnam. Temporary residence books are kept to make a record of the length of time
